Aslıhan KERÇ

Aslıhan Kerç received her B.Sc. from Istanbul Technical University, M.Sc. from Marmara University and Ph.D. from Boğaziçi University in the field of environmental engineering. She started her academic career as a research assistant at Marmara University and continues to serve as an associate professor at the same university. Her research interests are water and wastewater treatment with chemical and advanced oxidation techniques, water reuse, micro pollutants, and water management. Dr. Kerç represented the Scientific and Technical Research Council of Turkey (TÜBİTAK) in European Science Foundation (ESF) as a member of the Life, Earth and Environmental Sciences Standing Committee between 2005 and 2011. Since 2012, she has been working as the Project Development and Implementation Coordinator at Turkish Water Institute (SUEN). She represents SUEN in OECD Water Governance Initiative, Water JPI, the Organisation of Islamic Cooperation and World Water Council. She also serves as the chair of UNEP Global Wastewater Initiative (GW2I) since 2015.

Akif Özkaldı received his undergraduate degree in Civil Engineering from İstanbul Technical University (İTÜ) in 1986. In the same year, he started his career at the General Directorate of State Hydraulic Works of Turkey (DSİ). He received his master’s degree in Irrigation Engineering from Utah State University, USA in 1991. He served in different positions in DSİ. In 2011, he became the Director General of DSİ, and remained the office between the years 2011-2016. During his service, he took active role in the realization of important projects including İstanbul Melen Drinking Water Project, Northern Cyprus Water Supply Project and Supplying Water for Africa. He currently is the Undersecretary of the Ministry of Forestry and Water Affairs of the Republic of Turkey and a member of the World Water Council (WWC), International Commission on Irrigation and Drainage (ICID) and International Commission on Large Dams (ICOLD).

Advisor, Urban WaterS Hub and Former Vice Chair of UN Water

Bert Diphoorn has an MSc in human geography of developing countries from the University of Utrecht. His experience spans regional development banks, development foundations, the UN, and donor country agencies. As Vice-Chair of UN Water, he promoted the Sustainable Development Goals (SDGs) for water and drove the design of a new monitoring framework. He joined Akvo from UN Habitat where he was director of the aid agency’s newly created Donor Relations and Resource Mobilisation Service (DRRMS), and head of its Global Water Operators Alliance Secretariat (GWOPA). Other senior roles he held at UN Habitat include director of the Human Settlements Financing Division and chief of the Water, Sanitation & Infrastructure Branch in Nairobi. He has also held senior positions in water and sanitation units of the African Development Bank in Tunisia, and the Dutch Ministry of Foreign Affairs (DGIS).

Ms. Birguy Lamizana-Diallo is a broad based development professional with more than 20 years working experience, including extensive knowledge in ecosystem and water resource management, Environmental Impact Assessment, community involvement and a capacity building skills as a Training of Trainers (ToT) for decision makers on Integrated Water Resource Management (IWRM). Birguy has a long working experience with River basin organizations, NGOs and community involvement in managing National parks and Protected Areas in west and central Africa. Prior to joining UNOPs in 2009 and the UNEP in 2012, she served as the coordinator of the IUCN West Africa regional wetlands and water resources programme. Birguy has also worked with the Global Water Partnership (GWP) as the regional coordinator for Africa Water Development and with the African Development Bank (AfDB) as Technical Advisor for their Water Partnership Programme Trust fund. Birguy is currently a Programme Officer in charge of wastewater management within the UNEP-Global Programme of Action for the protection of the marine environment from land-based Activities (GPA).

Dr. Blanca Jimenez Cisneros holds a BSc degree in Environmental Engineering focusing on water from the Universidad Autonoma Metropolitana and a MSc and a PhD (water and wastewater treatment) from the Institut National des Sciences Appliquées (INSA) in Toulouse, France. She has been the President of the International Water Association in Mexico; Vice President of the Mexican Academy of Sciences; Professional Development Coordinator at the Mexican Institute of Water Technology (IMTA). At international level, Dr. Cisneros was a Senior Expert Consultant to the Governments of Argentina, Ecuador, Guatemala, India, Mexico, Nicaragua, Spain and South Africa in wide range of issues including the formation of national wastewater treatment programmes, water re-use. She was a member of the Executive Committee of the International Water Association (IWA). She has received several awards, the most remarkable being the Global Water Award of the International Water Association (2010); Nobel Peace Prize for her participation in the 4th IPCC Report on climate change (2007) and The Royal Order of the Polar Star (2002) delivered by His Majesty Carl XVI Gustaf, King of Sweden. Dr. Cisneros has over 487 publications in scientific journals, books and conferences.She is currently the Secretary of the International Hydrological Programme (IHP), and the Director of Water Sciences at UNESCO.

Prof. Cumali Kınacı graduated from the Faculty of Civil Engineering of Istanbul Technical University (İTÜ) in 1980. He holds a M.Sc. degree in Environmental Health and Technology and Ph.D. degree in Environmental Engineering Programme of the same university. He became associate professor in the Department of Environmental Technology at İTÜ in 1992 and Professor in 2003. He served as the General Director of Environmental Management between October-July 2010. Since 2011, he has been the General Director of General Directorate of Water Management. He also holds his position as a faculty member at İTÜ.

Danilo Türk is a professor of international law and human rights expert. He served as the President of Slovenia from 2007 to 2012. Türk was the first Slovene ambassador to the United Nations, from 1992 to 2000, and was the UN Assistant Secretary General for Political Affairs from 2000 to 2005. In 2016, Prof. Türk was a candidate for the post of Secretary-General of the United Nations. He is the Chairman of the "Global High Level Panel on Water and Peace" launched on November 16th, 2015 in Geneva, Switzerland with the aim of creating a global structure to transform water from a potential source of conflict into a cooperative and peace instrument. He is giving lectures at Columbia University in New York, the Law Faculty of the University of Ljubljana, and at the Renmin University of China in Beijing. He speaks Slovenian, English, French and Serbian-Croatian.

Delphine Clavreul is a Policy Analyst at the Water Governance Programme of the OECD. Her field of expertise covers a range of governance topics including multi-level governance, stakeholder engagement, capacity building and water integrity. She co-ordinates the OECD Water Governance Initiative, an international multi-stakeholder network sharing good practices in support of better water governance. She has contributed to several OECD water governance (country and cross-country) report. Clavreul holds a M.Sc. in Geopolitics.

Prof. Altınbilek received his BS degree in Civil Engineering from Middle East Technical University (METU) in Ankara, Turkey, and his MSc and PhD degrees in Civil Engineering from Georgia Institute of Technology in the USA. Since 1970, he has held academic posts at METU and King Abdulaziz University of Saudi Arabia. From 1996 to 2001, he served as the Director General of State Hydraulic Works (DSİ). From 2005 to 2009, he was the President of Energy Group at IC Holding, Ankara, Turkey and also worked as Chairman of Board of AESIC Ictas Energy Production Company. He served as Co-chair of the Steering Committee of the ‘Water and Green Growth’ project. He acted as the president of the International Water Resources Association (IWRA) for 2013-2015. He is the Past President and Honorary Member of the International Hydropower Association (IHA). He currently is the Vice President of the World Water Council.

Ergün Üzücek graduated from Faculty of Engineering and Architecture of Gazi University in 1989. He received his MSc in Civil Engineering from the same university in 1992. He started his carrier as a civil engineer at the General Directorate of State Hydraulic Works (DSİ) in 1990. He was appointed as an engineer MSc to Dams and Hydroelectric Power Plants (HEPPs) Department in 1997. In 2003, he completed dam engineering training organized by JICA in Japan. Between the years of 2005 and 2007, he worked as the Section Director of Dam Implementation Projects in the Dams and HEPPs Department of DSİ. He was appointed to 23rd Regional Directorate of DSİ as Deputy Regional Director in 2007. He served as the Deputy Head of Dams and HEPPs Department between the years of 2007 and 2008. He was appointed as the Head of the same Department in 2008. Since 2015, he has been serving as the Deputy General Director of DSİ.

Hakkı Emre Yunt was graduated from Middle East Technical University Faculty of Economic and Administrative Sciences Department of Public Administration. He commenced his carrier in the Ministry of Foreign Affairs of Turkey, as a Probationary Officer, in 1985. He was assigned to several posts abroad in the United States of America, Islamic Republic of Iran and People’s Republic of China. In 2007 he became the Deputy Director General for European Union Accession Process, and remained in office until 2009. EmreYunt was Ambassador of the Republic of Turkey to the State of Qatar between 2009 and 2013. Ambassador Yunt is currently the Director General for Multilateral Economic Affairs, Energy and Environment, under the Ministry of Foreign Affairs.

Prof. Hasan Zuhuri Sarıkaya received his B.S. and M.Sc. degrees in Civil Engineering at Istanbul Technical University (İTÜ) and held assistantship in the same University after his graduation in 1969. In 1972, he received his Sanitary Engineering diploma from Delft University of the Netherlands. He completed his Ph.D. in Environmental Engineering at ITÜ in 1974. He worked as a guest researcher at Delft Technical University from 1974 to 1975. Between 1981 and 1990, he served as a professor at King Abdulaziz University in Saudi Arabia and as the Head of the Water Resources and Environmental Engineering Department. He returned to the Department of Environmental Engineering at İTÜ as a professor in 1990. He was a member of the Executive Board of the Istanbul Water and Sewerage Administration (İSKİ) from 1994 to 2002. Between 2002 and 2010, he served as the Undersecretary of the Ministry of Environment and Forestry of the Republic of Turkey. His research interests include sedimentation theories, discharge systems of waste waters into the sea, sea environment and kinetics of coliform bacteria removal in stabilization pools, reuse of wastewaters, advanced oxidation techniques, advanced purification techniques, water and wastewater management and environmental management.

Hüseyin Sönmezler is the Director General of Gaziantep Water and Sewerage Administration (GASKİ) in Turkey. He was graduated from Akdeniz University Civil Engineering Department in 1987. He worked as a civil engineer at the Adana Regional Directorate of İller Bank. Following his service in Adana he worked as the Director of Gaziantep Regional Directorate of İller Bank. Sönmezler was appointed as the Director General of GASKİ in 2016.

President of the International Political Science Association (IPSA)

İlter Turan is Emeritus Professor of Political Science at Istanbul Bilgi University. His research and writings cover the fields of comparative politics, Turkish politics and foreign policy, dealing with such diverse topics as political development, democratization, legislative behaviour, political parties, political culture, the politics of water, and aspects of foreign policy. Prof. Turan began his academic career at Istanbul University in 1964. In 1993 he moved to Koç University and in 1998 he was appointed President of Istanbul Bilgi University. He has held visiting appointments at numerous American and English Universities. Prof. Turan has served as president of the Turkish Political Science Association (2000-2009) and as a member of the Executive Committee (2000-2006) and chair of the IPSA Committee on Research and Training (2003-2006). He serves on the board of several foundations and corporations. He is currently the president of the International Political Science Association (IPSA).

İzzet Öztürk is a professor of Environmental Engineering at Istanbul Technical University (İTÜ. Prof. Öztürk was a member of the Scientific and Technological Research Council of Turkey (TÜBİTAK) KAMAG GYK and since 2015 has been a member of the Executive Board of the Istanbul Water and Sewerage Administration (İSKİ). Prof. Öztürk has international expertise in the fields of water and wastewater treatment, integrated watershed management, integrated solid waste management, anaerobic digestion, and industrial pollution control. He has more than 200 scientific publications, 14 books, and a large number of research/implementation project reports. Prof. Öztürk is a principal member of the Turkish Academy of Sciences (TUBA), a member of International Water Association (IWA), TÜBİTAK Science Board, İTÜ Governing Board. He is a consultant to numerous public and private sector organizations.

Dr. Jean Lapegue is experienced in water and sanitation sector through the last 24 years and he's been working especially in its humanitarian component since 17 years, with the non-governmental organisation Action Against Hunger, which intervenes in 49 countries and provides water and sanitation access to nearly 8 million people every year. He is involved in the coordination of the WASH sector in emergency contexts, within the Global WASH Cluster project of the Humanitarian Reform. He is co-author of the reference book “Water Sanitation, Hygien for at risk populations”. He is the Senior WASH Advisor of ACF-France, member of the Global WASH Cluster Strategic Advisory Group and alternate Governor of the World Water Council.

Prof. Töpfer is the founding Director and was Executive Director of the Institute for Advanced Sustainability Studies (IASS) based in Potsdam between 2010 and 2015. He also served as the former Executive Director of the United Nations Environment Programme (UNEP) and Under-Secretary-General of the United Nations between 1998 and 2006. Töpfer graduated from Mainz, Frankfurt and Münster in 1964 in Economics and was a Research Assistant at the Central Institute for Spatial Research and Planning at the University of Münster where he had his PhD in "Regional development and location decision" in 1968. Klaus Töpfer has been a member of the Christian Democratic Union (CDU) party in Germany since 1972. He served as Minister for Environment and Health (1985-1987), Federal Minister for the Environment, Nature Conservation and Nuclear Safety (1987-1994) and Federal Minister for Regional Planning, Housing and Urban Development (1994-1998) respectively. Töpfer received numerous awards and honors and he was appointed by the University of Mainz Economics Faculty as an Honorary Professor. He has been serving as a Professor of Environment and Sustainable Development at Tongji University, Shanghai since 2007 and he is also a visiting Professor at the Frank-Loeb Institut, University of Landau.

Assoc. Prof. Lütfü Savaş graduated from Anadolu University in 1990 as a Medical Doctor (M.D.). He practiced as an M.D. in several provinces in Turkey between 1990 and 1995. He specialised on Infection Diseases and Clinical Microbiology at Istanbul Okmeydanı Hospital and became a faculty member at Başkent University and at Adana Education and Research Hospital in 2000. He became an assistant professor at Mustafa Kemal University Medical School. Dr. Savaş was elected as Mayor of Hatay in the local elections held in 2009 and continues his public service since then.

Mara Tignino is Senior Lecturer at the Faculty of Law and Coordinator of the Platform for International Water Law at the Geneva Water Hub. She teaches courses in international environmental law, in the law of international organizations and in human rights law. At the Geneva Water Hub, she leads the online course “International Water Law and the Law of Transboundary Aquifers”. Ms. Tignino acts as an expert and legal adviser for States and international organisations (Inter-American Development Bank, UNITAR, UNEP, UNDP, and OSCE). She is regularly invited to international conferences organised by Swiss and foreign universities and has given training workshops in Africa, Middle East and South America. She is a member of the World Commission on Environmental Law of the International Union for Conservation of Nature (IUCN). She holds a Diplôme d’études supérieures and a Ph.D. in international law from the Graduate Institute of International and Development Studies in Geneva. She received her Bachelor’s degree in Political Science from the LUISS of Rome and a certificate onEuropean Political Studies from the Institut d'Études Politiques de Strasbourg.

Dr. Bino is an expert on environment and water resources management. Since 1994, he has been the Executive Director of Inter-Islamic Network on Water Resources Development and Management (INWRDAM). He started his professional career at the Royal Scientific Society (RSS) in Amman as a principal researcher and later as Director of Chemical Research Centre and then as Director of Environmental Research Centre of RSS between 1972-1994.He published many conference and research articles on environment and water in different scientific journals and many books on water resources management. Dr. Bino worked as an expert on major pollution control projects in Jordan, led a team that prepared the Jordan Law of Protection of the Environment and conducted research on water treatment and designed a number of industrial wastewater treatment plants operating in Jordan. Since 2000, he investigates greywater reuse in Jordan, Lebanon and Yemen.

Mutasem el-Fadel is Professor and Director of the Water Resources Center at the American University of Beirut (AUB). He is also a Senior Consultant to the World Bank on environmental safeguards in the Middle East and North Africa (MENA) region. Prior to joining AUB, Prof El-Fadel worked in US-based consulting firms for over a decade as an expert witness in several US Federal Courts to provide testimony related to cases in Environmental litigation. After graduating from the vocational school of Construction, Osman Çakmak received his BSc degrees in Economics and Environmental Engineering from Anadolu University and Yıldız Technical University respectively. From 1985 to 2000, he served as a technical officer at the Ministry of Agriculture and Forestry. From 2000 to 2009, he served as a chief of Wastewater Control and Licensing Department of ISKI. After serving as director of several provincial directorates such as Kırklareli, Çanakkale and İzmir under the Ministry of Environment and Forestry between 2009 and 2011, Çakmak was appointed as an advisor to the Ministry and served as the Head of Wetlands and Sensitive Areas Department for two years. From 2012 to 2015, he worked as the Coordinator of Financial and Administrative Affairs at SUEN. He currently serves as an advisor at the Ministry of Forestry and Water Affairs of the Republic of Turkey.

Sadrettin Karahocagil was graduated from the Faculty of Political Sciences at Ankara University and had his master’s degree on economics at Manchester University in the UK. He held various roles at the Ministry of Interior as a researcher, district governor and head of department. He served as the Head of EU Education and Youth Program Department at the State Planning Organization. He has been the President of the GAP Regional Development Administration, since 2008.

Sema Bayazıt received her B.Sc. and M.Sc. degrees in Urban and Regional Planning from the Middle East Technical University (METU), and completed her Ph.D. degree at Nottingham University (1997). She held assistantship in Faculty of Urban and Regional Planning (METU) for one year before starting her duty at the State Planning Organization. Between 2003 and 2008, she worked as a consultant at the Embassy of Nicosia. From 2009 to 2015, she served as the Director General of Environment and Sustainable Development at the Ministry of Development. She attended national and international capacity-building programmes, published articles and supervised several dissertations on demographics, migration, urban transportation systems, local governments, environment, sustainable development, climate change and green growth. She acted as a consultant in the Global Sustainability High Level Panel established by the Secretary General of the United Nations in 2010. Since 2015, she has been serving as the Head of Development Research Center.

Since November 2015, Prof. Stefan Uhlenbrook is the Coordinator of the UN World Water Assessment Programme (WWAP, UNESCO programme) and the Director of the Programme Office on Global Water Assessment in Perugia, Italy. Before that he worked at UNESCO-IHE as Professor of Hydrology, Deputy Director (Vice-Rector) for Academic and Student Affairs (2000-2014) and Director. He did his Ph.D. and habilitation at the University of Freiburg, Germany. He is also a professor for experimental hydrology at Delft University of Technology since 2009. Prof. Uhlenbrook’s main expertise includes water assessments, hydrological process research, river basin modelling and water resources management. Many of his research and development projects have demonstrated the impact of global changes on water cycle dynamics in different hydro-climate regions in Africa and Asia. He is keen on translating science-based water knowledge to effective policies and strategies that contribute to environmental, economic and societal sustainability. Therefore, Stefan is involved in supporting Member States in achieving the Sustainable Development Goals (SDG), particularly SDG 6 on Water and Sanitation.

Dr. Magnusson joined Stockholm International Water Institute (SIWI) in 2013, she is Director of Transboundary Water Management team currently. She is also director of the Shared Waters Partnership (SWP) and the International Centre for Water Cooperation (ICWC), under the auspices of UNESCO. She leads SIWI’s work on water diplomacy, supporting governments and development partners to enhance cooperation on transboundary waters. She has over 15 years of experience working in Sweden, Southeast Asia, the Middle East and Sub-Saharan Africa, in particular Southern Africa. She joined, after working with the Swedish International Development Cooperation Agency (Sida) and Stockholm University. She has a PhD from Linköping University in Sweden and speaks English, Swedish and Portuguese.
